libecpg-dev software package provides development files for ECPG (Embedded PostgreSQL for C), you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libecpg-dev
libecpg-dev is installed in your system.
Make ensure the libecpg-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libecpg-dev *
You will get with libecpg-dev package name, version, architecture and description in a table
